THE ROLE

Develop budgets and estimates for operating and capital projects assigned to Surface Operations. Perform, monitor and control the budget, commitments and actual costs of capital projects (CAPEX) by performing data analysis to identify trends, estimate and make projections, alerting in a timely manner potential deviations to the budget and proposing spending optimization options that allow projects to be completed within budget.

RESPONSIBILITIES

  • Develop operating and capital project budgets and estimates.
  • Monitor and control the budget, committed costs and actual costs of capital projects (CAPEX).
  • Create internal work procedures and generate standards, which allow for the correct budgeting of projects.
  • Ensure the proper establishment of the cost management system and analysis of budgets, committed costs and current costs for capital projects (CAPEX).
  • Coordinate, formulate and review project budgets and estimates.
  • Coordinate and formulate performance and unit price analysis.
  • Implement, manage and update resource pricing database (labor, materials, contracted services and equipment) and historical unit prices.
  • Develop and manage quick costing tools (ratios, etc).
  • Ensure proper use of platforms and tools developed in Surface Operations and existing LUG platforms and tools.
  • Review cost reports, including review of cost estimates and accounting entries in order to resolve variances on capital projects.
  • Conduct ongoing search for optimization and savings within capital projects and Surface Operations.
  • Lead the preparation of the CBS for capital projects in coordination with the planning area.
  • Provide support in requests for expenditure/investment authorization for capital projects.
  • Participate in the integrated change management system for capital projects by estimating impacts on the capital project budget.
  • Calculate and maintain updated end-of-project estimate (EAC) for capital projects.
  • Implement an efficient and effective monitoring and control system to integrate the updated budget, committed costs and actual costs of capital projects.
  • Develop and implement reports (dashboards, tabulations, etc) to present project portfolio status and cost projections.
  • Analyze data to identify trends, estimate and make projections, alerting in a timely manner potential deviations to the budget and proposing specific options to execute projects within budget.
  • Provide support in the bidding processes, in the stage of determining the CAPEX budget available for the contract to be tendered, as well as in the evaluation of bidders’ proposals, including review and validation of direct and indirect costs.
  • Evaluate additional cost requests (change notice) from contractors to determine the direct cost to be recognized for such work, as well as the proportional increase in the indirect cost of compensable items according to LUG’s integrated change management system.
  • Perform cost estimates and projections as required by capital projects or Sr. Surface Operations Management.
  • Provide support to internal LUG areas in the project closure stage, including final cost incurred information for the capitalization stage.
  • Work in conjunction with Planning to develop cost vs. time curves.
  • Perform cost status analysis and presentations required by internal and external stakeholders on demand.

SKILLS AND EXPERIENCE

  • Bachelor’s degree in Civil, Mechanical, Electrical Engineering or related field.
  • 5 to 8 years in similar positions in estimating and cost control of capital projects.
  • Knowledge of cost estimating principles and methodologies in industries such as mining, energy, petroleum, industrial infrastructure.
  • Experience in preparation and preparation of capital and operating project budgets.
  • Experience in cost control of operating or capital projects in industries such as mining, energy, petroleum, industrial infrastructure.
  • Experience in reviewing economic estimates/proposals from contractors/suppliers.
  • Experience in preparation and presentation of budget and cost status reports and dashboards for portfolio/programs in operations or construction development stages for all levels of staff (Superintendents, Managers, VPs, etc).
  • Experience in identification, management and integration of key stakeholders from different project support areas such as Environment, Permitting, Finance, Operational Areas, etc., in order to achieve the best quality of input data for the correct estimation of operational or capital projects.
